Image to PDF Converter
Choose one or more photos or scans, put them in the order you want, and download a single PDF. The conversion happens inside your browser, so your images are never uploaded to a server.

Example Calculation
You photographed a four-page lease with your phone and the landlord wants one file. Choose the four pictures, move them into page order, pick US Letter with a small margin and press Create PDF. You get one lease.pdf with four pages that opens on any phone, laptop or printer. The same steps work for receipts for an expense report, a signed form, homework pages or a set of ID photos.
Which settings to pick
| Job | Page size | Margin | Quality |
|---|---|---|---|
| Email a signed form | US Letter | Small | Balanced |
| Print photos | US Letter or A4 | None | High |
| Send many receipts | US Letter | Small | Smaller file |
| Keep the exact picture size | Same size as the image | None | High |
How It Works
Press Choose files and pick your images. JPG, PNG, WebP and GIF files work, and on iPhones and Macs Safari can also open HEIC photos. Each image becomes one page. Use the arrows beside a file name to change the order, or the remove button to take a picture out.
Then choose how the pages should look. Page size sets US Letter, A4 or a page that matches each image. Orientation can follow each picture, so a wide scan gets a landscape page and a tall photo gets a portrait page. A margin keeps the picture away from the edge so a printer does not cut it off. Quality trades file size for sharpness: use Smaller file for email and High for printing.
Press Create PDF and your browser builds the file and downloads it. Nothing is sent over the internet, which makes this a safe way to combine private papers such as a passport scan, a pay stub or a medical form. Photos taken with a phone are rotated to the way you held it, and transparent PNG images get a white background.
Formula Explained
Each image is drawn onto a canvas, saved as a JPEG at the quality you chose (long sides above 2,600 pixels are scaled down) and written into a PDF page as an image object. The picture is scaled to fit inside the page minus the margin, keeping its shape, and placed in the center.
scale = min((page width − 2 × margin) ÷ image width, (page height − 2 × margin) ÷ image height)
US Letter is 612 × 792 points and A4 is 595 × 842 points, where one point is 1/72 of an inch.
Assumptions and limits
- Everything runs on your device. The page makes no network request with your images.
- Images are stored in the PDF as JPEG. Transparent areas become white, and very large images are scaled so the longer side is at most 2,600 pixels.
- The PDF holds pictures of pages. It has no selectable text, bookmarks or form fields.
Frequently Asked Questions
Are my images uploaded anywhere?
No. The converter runs in your browser. The pictures are read from your device, the PDF is built on your device and it is saved to your downloads. No server receives your files.
Does it add a watermark or limit the number of pages?
No watermark and no sign-up. Very large batches can use a lot of memory on an older phone, so convert a big set in two or three files if the page slows down.
Why is my PDF so large?
Large photos make large PDFs. Choose Smaller file under Quality, or resize the pictures first. A page at US Letter size looks sharp from an image of about 1,700 by 2,200 pixels.
Can I change the order of the pages?
Yes. Use the up and down arrows next to each file name before you press Create PDF.
Which image formats work?
JPG, PNG, WebP and GIF open in every modern browser. HEIC photos from iPhones open in Safari, and in other browsers you can export the photo as JPG first.
Will the text in a scanned page be searchable?
No. The PDF contains pictures of the pages, not text, so you cannot search or copy words from it. Use a text recognition tool if you need that.

Methodology and sources
Each image is decoded by your browser, drawn onto an HTML canvas and exported as a JPEG with the quality you pick. The JPEG bytes are placed inside a PDF 1.4 file as image objects, one per page, with a page size, margin and position worked out from the settings. The file is assembled in memory and saved with a download link.
